The magnitude 2.3 earthquake that hit the Tri-Cities last July as well as the 4.6 earthquake that was felt in western Washington in July 2019 are a timely reminder to residents of the state of what point our region is geologically active. Train, Train, Train: The Great ShakeOut and Other Earthquake Exercises

RCW 38.52.070 requires local governments in Washington to have emergency preparedness plans in place, but it does not require regular drills or “tabletop” exercises to perform them. Conducting these types of practical exercises on a regular basis, however, should be carried out by all local governments. Practicing not only how to behave during an earthquake, but also how to handle the situation after an earthquake, is crucial. The earthquake itself may last only a few seconds or minutes, but it can take weeks, months, or even years for a community to fully recover.

Lessons from “Cascadia Rising”

Periodic exercises can also help local governments train in the aftermath of an earthquake. Going through the basic steps of your jurisdiction’s contingency plan will ensure that everyone knows their role in an emergency and can highlight areas for improvement or new vulnerabilities. While a full-scale emergency response exercise may not be feasible, even taking the time to do a discussion or “tabletop” exercise is helpful.

In 2016, FEMA conducted Cascadia Rising, a massive multi-state disaster preparedness exercise simulating the response to a large earthquake (this exercise will be performed again in 2022). The report found many areas for improvement in Washington, including the need to improve cooperation between jurisdictions. While the full report is available for viewing, here are some of the top recommended areas for improvement:

  • Coordination between ministries and neighboring jurisdictions was inadequate, resulting in either no response or duplicate responses.
  • The prioritization of resources between departments and agencies was not pre-established in the emergency plans.
  • The agencies did not have access to the basic contact details of the partners when the IT systems were down.
  • Agencies lacked emergency communication capabilities, such as access to amateur radios and staff trained to use them, to cover their needs when normal modes of communication were down.
  • Agencies either have insufficiently detailed earthquake emergency response plans or do not have an earthquake-specific emergency response plan.
  • A lack of flexibility in contingency plans, especially for unforeseen circumstances, has resulted in slower response times from agencies.
  • Agency employee public messaging options did not adequately communicate changing conditions or vital information.
  • Regional partners have been confused by the tribal disaster declaration process and associated roles and responsibilities.

Citizen resources

While there are many general earthquake safety resources available on the web, having a city or county based web page dedicated to earthquake and tsunami response will provide citizens with crucial information specific to your jurisdiction.

The current recommendation of the Washington Military Department – Division of Emergency Management is that all Washington residents have an emergency kit at home with enough supplies for at least two weeks. In addition, you should consider having similar emergency supplies available at your municipal offices in case an earthquake occurs during the working day and employees are unable to return home.

Safety after the tsunami

What to do with unreinforced masonry buildings

Collapsing buildings and falling objects are the leading causes of injury and death in earthquakes, so making sure buildings are as safe as possible is a suitable first line of defense. Unreinforced Masonry (MRU) buildings have masonry walls (brick, concrete block, stone, etc.) without any embedded steel bars to reinforce their structural integrity. They pose a great safety risk during earthquakes as masonry can collapse, even with lighter shaking levels, falling either into buildings or out onto the street.

Local governments should take note of URMs in their neighborhoods and work with building owners to create plans for upgrading these structures. While this effort is undoubtedly important, it also takes time and funding can be difficult to find.

Are your arms growing?

Make an honest assessment of your arm growth. Have they changed at all in the past month, six months, year? But looking at all of these workouts for days, weeks, and months, can you really tell what you’ve been doing is working?

Well, if you’re the logical type and seeing is believing, then you have to observe that your philosophy doesn’t work if you look down and have a pair of noodles devoid of any muscle.

Let’s get to the root of your problem and then tackle each of them for a better approach to more arm growth. Later we will look at a 4 week schedule to get you there.

What you are doing wrong

So we’ve established that you’re not getting the results you want or should necessarily get. Why waste an extra second in the gym if every workout doesn’t get you one step closer to your bigger arm goal? Let’s look at some possibilities of what’s going on. You can be guilty of one, both, or all of these if you are being completely honest.

Too heavy

Rethinking arm training

A good rule of thumb about your arm routine is to think of it as finishing the arms after all of the heavy load mentioned above. You don’t want to have tired and weak arms all week when you need their strength to help you with other movements.

Don’t just randomly throw in an arm routine and hope for the best. Are your exercises too redundant? Do you do two similar movements back to back when another would be better suited? Choose the angles wisely. For example, for the triceps, you can start with a more mass-oriented movement, like the close-grip bench press, and then move on to a stretching exercise like the dumbbell extension overhead.

Drive out the pump

Yes, you can get mad at this one, but more specifically, you should increase your rep range and decrease the load you use. Heavy weights don’t do the trick, so go lighter, connect with the weight (remember A to Z?), And slow it down to feel every inch of range of motion. Go to failure

Lighter doesn’t mean easy. You still need to achieve muscle failure on all of your work sets (the sets other than warm-ups). If you’re used to lower repeat ranges, this will be new territory for you. 4 week total arm workout program

Now that we’ve settled down some important principles, let’s apply what we know and build a good, solid arm program for you to complete those innings. I warn you, however, this is nothing too extreme or magical. There are no tricks or unheard-of secrets buried inside. It’s just a simple program built around age-old training practices, but it might be something you’re not used to, so it might be absolutely new to you.

The program below is built on an A, B system. If you train your arms once a week, just do routine A one week and routine B the next. Continue to alternate between the two every week. On the other hand, if you train the arms twice a week, perform each (A and B) once a week. For example, you could do routine A on Tuesday and routine B on Friday or Saturday.

Rest only 30 seconds between sets. Wear a watch if necessary as rest periods must be strictly observed. To get started and get used to the rep ranges and the new pace, use the same weight on each set for a few weeks until you adapt.

Avoid adding more sets than indicated. It’s a slippery slope that will lead you to more overtraining and completely blocked or stopped progression.

Every day, the Wilson Recreation Center is packed with students trying to work out after class. But on the eastern campus, the Brodie recreation center is closed and empty.

Recreation facilities manager Chris Policastro attributed Brodie’s closure to ongoing staff shortages and mentioned that Duke’s recreation facilities “have been working hard to rebuild themselves” since the start of the pandemic.

“We rely heavily on part-time staff to keep our facilities operational, and it takes time to hire and train people,” he wrote.

In the 2020-21 academic year, Wilson asked students to make reservations for workouts, while Brodie’s facilities were only used for COVID-19 testing. This year Wilson no longer requires students to book, but Brodie remains closed.

The university attributed Brodie’s continued shutdown to “COVID-19 restrictions and college regulations.”

Policastro wrote in an email that staff at Duke Recreation had attempted to reduce the volume of gym goers through the MyRec portal, which allows users to schedule group fitness classes and reserve water lanes at the advance. He also noted that gym attendance has historically declined after the first two weeks of the semester.

Freshmen, who all live on the east campus, have to travel to the west campus to use Wilson’s facilities, and many are disputing the commute time.

Freshman Carson Carranza said he would feel more secure if Brodie was open. If both gyms were used, fewer people would compete to use machines, he said.

“When you’re at the gym, you sweat, you take off your mask to drink water, and you breathe hard. It’s not the safest environment to be in, especially during COVID, but you have to practice, ”he said.

The staff shortage has also affected other aspects of campus life, including catering.

Tens of thousands of LGBT veterans forced out of the military because of their sexual orientation and given unworthy leave will be able to receive full veterans benefits despite their dismissal status under new ruling which will be announced on Monday.

The change comes as the country nears the 10th anniversary of the repeal of the controversial “don’t ask, don’t tell” law that forced nearly 14,000 servicemen out of the ranks for admitting their sexual orientation.

But the impact of the new VA announcement goes beyond these individuals alone, to potentially include troops who served before and after the law who may have received poor performance reviews or intimidated into leaving the military due to their LGBT status.

Outside advocates estimate that as many as 100,000 over the past 70 years may have been unintentionally separated from the military because of their sexual orientation. Data on the number of non-honorable leaves received is not available.

According to sources familiar with the pending announcement, VA officials are planning a series of reviews of these veterans’ cases, with a presumption in favor of granting them benefits unless the records give a clear reason for s ‘oppose it.

The announcement to be released on Monday – the anniversary of the DADT repeal – includes VA Secretary Denis McDonough, saying department officials have the power to grant these people full VA benefits if their case justifies it, whatever the exit status.

People with dishonorable dismissals or a clear criminal history documented in their service record will still not receive benefits under the new plan.

The “don’t ask, don’t tell” military policy was in place from 1993 to 2011. It prohibited members of LGBT services from discussing or publicly acknowledging their sexual orientation, with a penalty of dismissal from the ranks if the truth was discovered. Before that, all LGBT people were completely banned from service.

For years, gay rights advocates have noted that before and during the establishment of the DADT policy, many military commanders with prejudices against LGBT troops often issued dismissals for misconduct to such people – citing problems such as poor physical condition reports or poor performance – to cover up fanaticism or frustration related to sexual orientation issues.

This subsequently prompted VA staff to deny these veterans benefits as their documents did not show honorable release status.

The new ruling will extend VA medical care, disability benefits, employment assistance, and other benefits to people previously stranded due to non-honorable leave.

Ministry legal officials believe the change will not require any new legislation or policy statements, as the ministry already has broad powers to interpret which veterans are eligible for ministry services.

White House officials are expected to mark the anniversary of the DADT repeal with an event on Monday. The exact timing of VA’s announcement is unclear. VA officials declined to comment on the pending news.

Veterans with non-honorable releases can apply for a status upgrade, but this process often takes years and has been criticized by outside groups for being too cumbersome. VA’s new initiative effectively bypasses this process, quickly granting benefits to individuals, even if their review process is unresolved.
